Sugar Exports permit deadline extended

Sugar mills that ship out the commodity from their respective production units can now apply for permits until January 31, while those exporting from external sources can apply until February 15.  The extension comes as a result of the Food Ministry granting an additional month to mills and factories applying for permits against an export quota, giving them more time to adapt to the slow rise in global demand for the sweetener.

As per the quota, mills and cooperatives in Mahashtra have been permitted to export a maximum of 3,65,824 tonnes per year.  Similarly, units in Uttar Pradesh and Karnataka have been allowed to ship out 2,54,428 tonnes and 1,35,903 tonnes per year, respectively.  A Major recent blow to sugar supplies was on account of the delay in cane crushing in Maharashtra, which overshot the usual period of early November by two weeks.  In November last year, an empowered Group of Ministers headed by the Finance Minister, Mr.Pranab Mukherjee, had approved sugar exports up to one million tonnes under open general licence.

Railways hit hard by iron ore export ban

The Karnataka ban on export of iron ore from the state has affected the Railways hard with the South Western zone expected to miss the freight loading target of 40 million tonnes this year. The Hubli division of South Western Railway, the main section for freight loading in the zone, loaded just over 18 million tonnes at the end of November 2010, as against the target of 27 million tonnes.

Year to Year, the division registered a fall of 3.5 million tonnes as it had handled 22 million tonnes in the corresponding period of 2009. The freight earning up to November was Rs.1,502 Crore, as against Rs.1746 crore in 2009, a decline of 14 percent. From April to November 2010, the zone earned Rs.1,886 crore from freight against Rs.2,162 crore in the same period of last year.

Karnataka had imposed a ban on iron ore export of July 2010 as it struggled to manage illegal mining in the state. As per state government data, more than 30 million tonnes were illegally mined and exported from Karnataka in the last 10 years.

Before the imposition of the ban, the Railways used to transport around 25-26 rakes of the mineral a day. Of these, 6-7 were for domestic use and the rest for export. However, the Hubli division has not loaded any rake of ore since August.

Govt Mulls Export Ban On Sulphuric, Phosphoric Acid

The government is mulling to ban export of sulphuric and phosphoric acid to make them available for manufacturing of fertilizers.

Faced with serious availability problem and very high prices of the two raw materials the fertilizer manufactures have already suggested for an export ban.

Sulphuric acid is a material for manufacture of SSP fertilizer, while phosphoric acid is used in making Diammonium phosphate (DAP).

The Fertiliser Ministry has prepared a note for the cabinet committee on Economic Affairs banning export of sulphuric and phosphoric acid

Meanwhile, a senior government official fold PTI, “We don’t that the manufacturers of sulphuric and phosphoric acid should suffer by selling their products to the domestic fertiliser industry at a lower rate. They are entitled to receive international prices.”

He, however said that when India is a net importer of sulphur, sulphuric acid and phosphoric acid, it should not export these commodities.

The ban would also help in depressing the international prices where rates are rising due to India’s surfing import demand, the official said.

Currently, sulphuric acid is being imported at Rs.13, 000 per tonne and phosphoric acid at over Rs.90, 000 per tonne.

The export ban may also prompt the manufacturers of sulphuric and phosphoric acid to set up their own fertiliser plants where these two are the main raw materials, he added.

Current policy of the government is to allow free export and import fo these two commodities. For sulphuric acid, India’s major export markets are Namibia, Australia, Brazil, Chile, Egypt and Malaysia, While 98 per cent of phosphoric acid goes to Bangladesh.

Plea to waive export ban on premium oils

Edible oil traders have urged the Union Government to exempt premium oils from the Export ban as also non-conventional oils, like rice bran oil.

"The edible oils exported are of premium quality only, which contitutes less than half a percent of the total consumption", a Solvent Extractors' Association of India (SEAI) spokesman pointed out.

Traditionally, small volumes of premium (conventional) edible oils like coconut oil, sesame oil and mustard oil in consumer packs are exported. Also exported are vegetable fats like sal, mango kernel and kokum, which are used as cocoa butter substitutes in the manufacture of chocolates.

It had taken the trade many years to make in-roads into global markets. Indians settled abroad purchased the oils, Mr Sanjay Shah, Chairman of Indian Oilseeds and Produce Exporters' Association (IOPEA) pointed out.

Groundnut oil, sesame seed oil, safflower oil and coconut oil were not extracts of mass consumption, while palm oil and soyabean oil were now being imported, it was explained.
